PCA is seeking an architect to provide design and construction administrative services as its Independent Representative pursuant to Texas Government Code Section 2269.305 in conjunction with the design-build project described below.
PCA intends to design and build a new high school campus located off F.M. Highway 324 in Lufkin, Texas educating students in grades 9 through 12 (the “Project”). PCA shall select a design-build firm for the Project (hereinafter, the “Design-Builder”) in accordance with applicable law and its Request for Qualifications and Proposals for Design-Build Services issued on September 22, 2020. The Design-Builder must provide the full design and construction for the Project. The scope of work for the Design-Builder will include a masterplan that will include the design and construction of multiple buildings including administrative areas, 9th -12th grade classrooms and support space, 7th -8th classrooms and support space, media/library, fine arts, science and technology labs, kitchen and cafeteria, and athletic facilities, including competition gum and locker rooms, miscellaneous support spaces, and outdoor track and field. The design and construction budget for phase 1 of this work will range from $20,000,000 to $24,000,000. Construction work will be divided into phases. All approved construction work in phase 1 must be completed within 12 months from the date of a notice to proceed with construction from PCA.
PCA now seeks statements of qualifications from architectural firms to act as PCA’s Independent Representative pursuant to Texas Government Code Section 2269.305 for the duration of the Project. The Design-Builder shall submit all design elements related to the Project to the Independent Representative before or concurrently with construction as required by Texas Government Code 2269.309 for review and determination of scope compliance.
